Rep. Jim Clyburn rescued Joe Biden’s presidential campaign last year, turning out Black voters at a pivotal moment. Now, Democrats are hoping the sage from South Carolina can help pull Terry McAuliffe over the finish line in Virginia.
Why it matters: Calling in Clyburn as a closer ahead of Tuesday’s gubernatorial election reflects his enduring status in the party and Democrats’ real worries about turnout despite Biden’s 10-point win last November over former President Trump.
- Hopes that a national $1.2 trillion infrastructure bill championed by Biden could boost McAuliffe were dashed this week when Democratic infighting over a separate $1.75 trillion social spending package delayed final passage.
- Biden’s sinking popularity and some suburban voters’ frustrations over school masking and curriculum also have amped GOP enthusiasm.
Driving the news: Clyburn will participate in GOTV events Saturday and Sunday to make his case for electing McAuliffe, a former governor and national party chairman and fundraiser, over Republican businessman Glenn Youngkin. Clyburn’s planned stops include several churches.
What they’re saying: Clyburn, who is the House majority whip, told Axios his party has fumbled its messaging on the massive social and economic pandemic relief it’s delivered already and is on the brink of delivering.

The survey was conducted from Nov. 16 to 19 using live callers who interviewed 1,048 adults, including 969 registered voters. When the survey references all respondents or all adults, it has a +/- 4.2 percentage point margin of error. When voters are referenced, it has a margin of error of +/- 4.3 percentage points, which means results could be 4.3 points higher or lower.
“Regardless of strong job numbers or the soaring stock market, Americans are worried about the economy and the reason is inflation,” said Lee Miringoff, director of the Marist Institute for Public Opinion.
The president has in recent weeks tried to walk a fine line on the economy, stressing its robust job and wage growth while also empathizing with Americans paying higher prices for things like gas and groceries. On Tuesday, he announced that the U.S. is tapping oil reserves to try to bring down high gas prices.
Democrats are in a difficult position ahead of next year’s midterms. Historical patterns give the party out of power a distinct advantage in a president’s first midterm elections, and Republicans are favored to take back control of the House next year.

As for Trump, Bidens 42.9 percent approval rating right now is only slightly higher than Trumps 42 percent on the eve of the 2018 midterms, when Republicans lost 40 House seats.
The one potential silver lining for Biden is that the trajectory of Trumps numbers shows that some improvement in the second year is possible, albeit rare. Trumps approval rating hit its lowest point in 2017 but improved by about 5 points over 2018, which likely helped him avoid an even worse midterm defeat. It is possible that if conditions in the country improve, Bidens numbers could rebound.
Of course, things could also get worse.

Donald Trump Beats Joe Biden In Latest 2024 Election Poll
Although former President Donald Trump has not formally announced plans to run for reelection in 2024, new polling suggests he is well-positioned for a rematch against President Joe Biden and could even come out as the winner.
The poll released Friday by Emerson College shows Trump narrowly beating Biden in a hypothetical matchup. While neither Trump nor Biden is backed by the majority of voters, the former president is currently 2 points ahead of the current president.
Trump is supported by 45 percent of registered voters while Biden is backed by just 43 percent, the latest Emerson survey data shows. Meanwhile, 11 percent of registered voters said they want to vote for “someone else,” and just 1 percent said they remain “undecided.”
Emerson’s new poll was conducted from November 3 to 4 with a margin of error of plus or minus 3 percentage points.
Notably, the gap between Trump and Biden has widened a bit since Emerson carried out a similar poll in early September. That previous survey showed Trump leading Biden by just 1 percentage point. However, both the Republican and Democrat were supported by a larger number of registered voters at the time.
Trump was backed by 47 percent compared to 46 percent who supported Biden. As of this month, Trump’s support has declined by 2 points while Biden’s has dropped by 3 points.
Approval Ratings By State
Approval ratings vary greatly by state and can indicate how a state will vote in the upcoming 2020 Presidential Election. Since his inauguration in January 2017, President Trumps net approval has decreased in every state. President Trumps approval rating is decreasing in important states that he won in his 2016 election, including swing states and states that are consistently Republican in every election. The three key states Trump had in his 2016 election are Wisconsin, Michigan, and Pennsylvania, all of which currently have approval ratings under 50%.

Joe: The Past Few Days Have Been Bad For Trump
Top Democratic strategists have warned that Trump could be a tougher out than he appears. His campaign has emphasized its strength with blue collar white voters, and some Clinton allies and labor officials have expressed concern that Rust Belt states like Pennsylvania, Ohio, Michigan, and Wisconsin might flip under the right circumstances.
Recent polls, however, strongly undermine the idea Trump has the kind of popularity needed to make that approach work. A Washington Post/ABC News poll early this month found a majority of non-college whites and white men disapproved of Trump a shocking find given their importance to his coalition.
There are red flags at the state level as well. A of Wisconsin voters this week found 70 percent of respondents disapproved of Trump. Clinton led Trump by 10 points, despite only tying Sen. Ted Cruz in the same poll.
Trumps numbers are horrific among black and Hispanic voters two groups that the RNC argued the party needed to aggressively court in its autopsy of the 2012 election. Some Republican strategists have argued, however, that the GOP could still squeak by in 2016 by improving their margins with white voters alone.
That second option looks a lot harder, however, the more Trump exacerbates his already weak position with women.

Roughly Half Of Americans Approve Of What Biden Has Done So Far
About half of Americans 49 percent said they approve of how Biden has served as president so far, less than two months into his presidency, according to the latest poll. But as was the case with his predecessor, whose last year in office was marred by the pandemic, much of that support comes from people who identify as members of his own party. Among Democrats, Bidens approval rating was 87 percent. But only 11 percent of Republicans and43 percent of independents said they approved of the president.

Another 42 percent of Americans disapprove of what Biden has done so far as president, including 81 percent of Republicans and 43 percent of independents.
Still, Biden currently has a higher job approval rating than former President Donald Trump ever reached during his four years in the White House, according to Marist polling data. And support for Biden seems to be growing. In this latest poll, 52 percent of Americans said they had a favorable impression of him. Thats up from 41 percent in October 2019 in the midst of Trumps first impeachment. Since then, Biden has inched up in favorability.
Republicans in Congress face steeper job disapproval, with 64 percent of Americans saying they do not like what they are seeing, an increase of 6 percentage points over January 2019, including 38 percent of Republicans and 85 percent of Democrats.
The Pessimistic Electorate Behind Bidens Approval Ratings
In the era of modern polling, only Donald J. Trump has had a lower approval rating than President Bidens at this early stage of his term.

Whats dragging down President Bidens approval rating?

Mr. Bidens approval ratings have declined on nearly every issue and among nearly every demographic group in national surveys over the last two months, as the promise of a return to normalcy has given way to rising inflation, a simmering pandemic, gridlock in Washington and chaos on the border and in Afghanistan.
The presidents approval ratings have sunk into the low-to-mid 40s, putting him into rather lonely historical company. In the era of modern polling, only Donald J. Trump had a lower approval rating at this early stage of his term.
Theres no evidence the damage to Mr. Biden is irreparable.
Many presidents have won re-election after watching their ratings fall to similar depths during their first two years in office. Voters can have a short memory. And while President Bidens losses have been pronounced among reliable Democratic constituencies, such as young, Latino and even Black voters, those groups can also be relatively easy for Democrats to win back.

Trump Approval Rating By State 2021
The presidential job approval ratings in the U.S. were introduced in the late 1930s by George Gallup to gauge public support for the president during their term. Approval ratings are determined by polling given to a sample of people.
Like most surveys, poll results may be inaccurate due to samples that self-select. However, statisticians generally accept the approval rating as a factual indicator of the peoples feelings about the president.
As of April 2020, President Trumps approval rate is 46.0% and his disapproval is at 49.6%.
Trump Poll Tests His 2024 Comeback Map
As Donald Trump builds out a presidential-campaign-in-waiting, his team is focusing on an electoral strategy that relies on recapturing the five states that flipped to Joe Biden in 2020.
The five states Arizona, Georgia, Michigan, Pennsylvania and Wisconsin delivered a total of 73 electoral votes in 2020, enough to produce a decisive Electoral College victory for Biden. Since then, Trump has held four rallies, endorsed dozens of candidates and played a key role in shaping contests that could put his allies in top offices in those states in 2024.
Trumps shadow campaign also recently polled Trump-Biden matchups in the five states, all of which were decided in 2020 by fewer than 3 percentage points. According to the poll, a memo of which was obtained by POLITICO, the former president led Biden in Arizona by 8 percentage points, Georgia by 3 points, Michigan by 12 points, Pennsylvania by 6 points and Wisconsin by 10 points.
The poll numbers send a message to those who think Trumps grip on the Republican Party is loosening, said Tony Fabrizio, a top GOP pollster who conducted the surveys for Trumps super PAC, Make America Great Again, Again!
In another sign that Trump is gearing up for a White House bid, his super PAC is holding its biggest planned fundraiser to date on Dec. 2, when the nations top Republican donors are expected to gather at his Mar-a-Lago club in Palm Beach, Fla.
