In his most recent town hall among some friendly hosts from FOX News the president was asked about plans for his next term, should he be reelected. He spoke of how he believes the economic growth will be tremendous. One of the hosts cut in, saying, But if you dont cut something in entitlements

And Trump interrupted, saying, Oh, well be cutting.

The presidents mostly silent press secretary, Arizonas own Stephanie Grisham, tried to soften the blow by asking people not to hear what they actually heard, tweeting, Fake news POTUS was taking about cutting deficits, NOT entitlements.

Actually, no.

He was talking about cutting entitlements.

And it isnt the first time hes said this.

Donald Trump has said he will not reduce Medicare or social security spending in 2021 despite proposing cuts worth billions of dollars this year.

The president tweeted: “We will not be touching your Social Security or Medicare in Fiscal 2021 Budget. Only the Democrats will destroy them by destroying our Country’s greatest ever Economy!”

The pledge contrasts with his 2020 budget, which proposes savings worth $1.9 trillion on Medicare , Medicaid and other programmes for vulnerable people. The budget also proposes spending $26 billion less on social security.

The president said these savings would come from cutting waste and fraud and from an improving economy that left fewer people needing aid.

However, when the proposed budget cuts were announced in March 2019, Democratic Senate Minority Leader Chuck Schumer called them “a gut punch to the American middle class”.

What This Means For You

Trumps budget would trim spending by about $45 billion on Social Security Disability Insurance and Supplemental Security Income, a program for disabled children and adults, by promoting return-to-work programs, according to the nonpartisan Committee for a Responsible Federal Budget.

Romig says that suggests about 5% of disabled workers would return to the workforce, which she views as unlikely given that workers who qualify for disability dont have a track record of returning to the labor market.

Its possible that spending in the program could be trimmed through another method: In November, the Social Security Administration proposed more frequent continuing disability reviews, or checks to make sure that people receiving disability payments are, in fact, still disabled.

While its unclear when or if this proposal will be adopted, its impact would likely knock thousands of disabled Americans from the program, Romig says. Many of those disabled workers will lose their coverage simply because they fail to keep up with the paperwork, she adds.

The budget released Monday includes $844 billion over 10 years in cuts from the Presidents health reform vision, a stand-in for the repeal and replacement of ObamaCare. There are also more than $150 billion in additional cuts from implementing Medicaid work requirements and other changes to the program, which would result in some people losing coverage if they did not meet the requirements.

The cuts drew swift condemnation from Democrats, who pointed out that Trump himself promised not to cut Medicaid, the health insurance program for the poor, during his 2016 campaign.

Elsewhere in the budget tables, the document puts total Medicaid cuts at about $920 billion over 10 years.

Trumps budgets and the policies he has supported around health care and government spending in Congress reflect the opposite. Some of this can be attributed to Trumps appointed budget chief Mick Mulvaney the former Congress member who was part of the ultraconservative Freedom Caucus has long rallied for cutting Medicare, Social Security, and Medicaid.

In fact, Mulvaney once bragged to a Politico reporter that he tricked Trump into accepting a proposal to cut Social Security by calling SSDI just disability insurance spinning it to the president as general welfare reform. The idea has been in every single one of Trumps budget proposals to Congress since the president came to office.

President Trump is proposing to balance the federal budget within 15 years, shrink the federal government and extend food stamp work requirements to Medicaid and housing programs in a $4.8 trillion spending plan being released Monday.

The plan would reduce spending by $4.4 trillion equally from discretionary and mandatory programs such as Medicare over the next decade.

The plan also includes $2 billion for the border wall, with officials saying the administration is approaching 80% of the money needed to finish the wall.

The presidents budget for fiscal 2021 would cut foreign aid by 21% and reduce the Environmental Protection Agencys funding by 26% while targeting the Education Department for smaller cuts.

Among the agencies receiving spending increases would be the Department of Homeland Security , the Defense Department , NASA and the Department of Veterans Affairs .

The Commerce Department budget would be cut by 37%. Officials largely attribute that reduction to completion of the census. The Department of Housing and Urban Development is slated for a cut of 15% in a proposal that includes $2.8 billion for homelessness assistance grants.

Spending for the Centers for Disease Control and Prevention would be cut 9%, and $4.3 billion would be targeted for battling infectious diseases.

Mr. Trump also proposes to make permanent the tax cuts of 2017.

Democrats Say Latest Trump Budget Cuts Medicare But Its Not That Simple

Democrats didn’t wait long after President Donald Trump unveiled his budget for 2020 to call him out for cutting Medicare, a program he promised to leave untouched.

“The Trump administration wants to cut hundreds of billions of dollars from the #Medicare budget, all while giving billionaires and giant corporations huge tax breaks with the #GOPTaxScam,” tweeted Democratic presidential candidate Elizabeth Warren, D-Mass., on .

Democratic Hawaii Sen. Brian Schatz talked of $845 billion in cuts over the next 10 years.

‘It’s right there in the budget that the president released this week,” Schatz said.

Reading the summary table in the budget, Schatz has a point.

The administration projects Medicare spending that is $846 billion less than what the government would have spent if everything stayed on the same path it’s on today.

Whether that’s a cut is a more difficult question. While Democrats criticize Trump for cutting Medicare, President Barack Obama regularly offered his own version of steps to rein in the growth of Medicare. In his last budget, Obama proposed trimming spending by about $420 billion over 10 years.

The reality is, spending rises every year in Trump’s budget, except for the last one in 2029 .

Adding those dollars back reduces the total reduction to $595 billion for Medicare.

But is that actually a cut?

Most of the proposed changes target payments to hospitals and other providers and that might not affect Medicare patients.

Imposing Premiums On People In Poverty

The Trump Administration has also given states unprecedented authority to require people in poverty to pay premiums for their health coverage, in spite of extensive research showing that premiums significantly reduce low-income peoples participation in health coverage. These studies show that the lower a persons income, the less likely they are to enroll and the more likely they are to drop coverage when they have to pay premiums. People who lose coverage most often end up uninsured and unable to obtain needed health care.

In Wisconsin, for example, the Trump Administration in October 2018 approved a proposal that lets the state take coverage away from people with incomes below the poverty line if they dont pay monthly premiums. Those with incomes as low as 50 percent of the poverty line about $500 per month for an adult without dependents will lose Medicaid for up to six months if they dont pay premiums.

Did Trump’s Budget Include A $2 Trillion Cut For Medicare Medicaid And Social Security

During his presidential campaign, Donald Trump said he wouldnt try to cut Medicare or Medicaid.

But his federal budget proposal broke that promise, according to Rep. Hakeem Jeffries, a Democrat from New York City.

“He can’t talk about his own budget, where he threatened to cut $2 trillion from Social Security, Medicare and Medicaid,” Jeffries said about Trump during an interview on CNNs State of the Union.

Trumps budget director, Mick Mulvaney, released the presidents federal budget proposal in February. The plan was met with little fanfare because Congress had already passed a two-year spending deal a few days earlier, making the presidential blueprint largely irrelevant.

Like any other budget proposal, Trumps showed where he wanted to spend money and where he didnt. Did he want to cut Social Security, Medicare, and Medicaid by $2 trillion?

Wheres $2 trillion from?

Jeffries spokesperson did not get back to us with information supporting his claim.

In a literal sense, Trumps budget did propose about $2 trillion in savings from Social Security, Medicare and Medicaid over 10 years.

The majority of those savings about $1.4 trillion would come from Medicaid, according to projections from the U.S. Department of Health and Human Services.

About $530 billion in savings would come from Medicare and $25 billion would come from Social Security. Collectively, that totals almost $2 trillion.

Trump did not make mention of the pro-police sympathizer and Trump-supporter who is alleged of shooting and killing two protesters in Kenosha earlier this week. Some have connected Trump’s rhetoric to the actions taken by the armed teen.

President Trumps 2021 budget proposes about $500 billion in net Medicare spending reductions over ten years , most of which would come from reducing payments to health care providers and not affect beneficiaries directly.

For the most part, the budget does not reflect the Presidents efforts to end the Affordable Care Act or his executive order calling for various Medicare changes. These policies, which a budget would typically include, would weaken Medicare in several ways.

The budget would establish a new payment system for post-acute care, reduce Medicare coverage of bad debts , limit medical malpractice awards, extend through 2030 the 2 percent Medicare sequestration cut under the 2011 Budget Control Act, and pay for all doctor and other outpatient services at the same rate regardless of where theyre provided. Most of these proposals also appeared in last years budget.

In two cases payments to hospitals for graduate medical education and for uncompensated care the budget proposes to move spending from Medicares trust funds to new, smaller grant programs funded by general revenues. While the budget would cut Medicare spending by $756 billion over ten years, the cuts amount to $501 billion after accounting for the general revenue payments for GME and uncompensated care.

Unfortunately, other Administration proposals would weaken Medicares finances and harm beneficiaries.
