President Donald Trump bans Chinese air carriers from flying to the U.S. effective June 16

The Trump administration on May 22 accused China of making it impossible for US airlines to resume service to China, and ordered four Chinese carriers to file flight schedules with the US.

The Chinese carriers are flying no more than one scheduled flight a week to the States but also have flown a large number of additional charter flights, often to help Chinese students return home.

The Trump administration is also cracking down on Chinese passenger airline charter flights and will warn carriers not to expect approvals.

Administration officials have suggested charter flights have been used to circumvent Chinese government limits on flights.

On Jan. 31, the Trump administration barred most non-US citizens who had been in China within the previous 14 days due to the coronavirus crisis but did not impose any restrictions on Chinese flights.

Major US carriers voluntarily decided to halt all passenger flights to China in February.

Delta and United are flying cargo flights to China, and Delta had requested approval for a daily flight to Shanghai from Detroit and Seattle, while United had asked to fly daily to Shanghai from San Francisco and Newark and between San Francisco and Beijing.

Chinas air authority in late March said Chinese airlines could maintain just one weekly passenger flight on one route to any given country and that carriers could fly no more than the number of flights they were flying on March 12, according to the US order.

Trump Bans Travel From China Orders 1st Quarantine In 50 Years

President Donald Trump has taken tough steps to protect Americans from the spread of the coronavirus rampaging through China.

In an order issued Friday, federal officials announced that as of 5 p.m. Sunday, Foreign nationals other than immediate family of U.S. citizens and permanent residents who have traveled in China in the last 14 days will be denied entry into United States.

American citizens returning the U.S. from areas in China where they may have been exposed to the virus will be quarantined, while others coming from the rest of China will be screened for the virus.

Earlier Friday, officials said Americans who evacuated from Wuhan earlier in the week would be quarantined for up to 14 days at March Air Reserve Base in California the first mandatory quarantine order in the U.S. in 50 years, according to NPR.

As of Saturday, about 250 had died from the virus and about 12,000 infections had been confirmed, according to The New York Times. No deaths have been reported outside of China.

Eight cases of the virus have been confirmed in the United States.

The eighth case was reported Saturday in Massachusetts. According to the Boston Herald, the man infected had been in Wuhan, China, the epicenter of the virus. The other cases have been reported in California, Arizona, Washington state and Illinois.

In January, before the broad screening was in place, there were over 1,300 direct passenger flights from China to the United States, according to VariFlight and two American firms, MyRadar and FlightAware. About 381,000 travelers flew directly from China to the United States that month, about a quarter of whom were American,according to data from the Department of Commerces International Trade Administration.

In addition, untold others arrived from China on itineraries that first stopped in another country. While actual passenger counts for indirect fliers were not available, Sofia Boza-Holman, a spokeswoman for the Department of Homeland Security, said they represented about a quarter of travelers from China. The restrictions, she added, reduced all passengers from the country by about 99 percent.

Moving to counter the spreading coronavirus outbreak, the Trump administration said Friday that it would bar entry by most foreign nationals who had recently visited China and put some American travelers under a quarantine as it declared a rare public health emergency.

The temporary restrictions followed announcements by American Airlines, Delta Air Lines and United Airlines that they would suspend air service between the United States and China for several months.

The travel disruption sent shocks through the stock market and rattled industries that depend on the flow of goods and people between the worlds two largest economies. Planning was upended for companies across a vast global supply chain, from Apple to John Deere, the tractor company.

The S& P 500 suffered its worst loss since October, falling 1.8 percent, as the spread of the virus and the increasingly urgent efforts by companies and governments to contain it fanned fears of an economic slowdown.

The slowdown in activity has raised fears that essential supplies, including food, will run short, which the government insists it will not allow to happen.

And it is unclear when Chinas economic engine a huge producer of both consumer goods and industrial components might return to anything resembling normal.

Many companies said they were relatively well positioned for the disruption, thanks in part to the recent easing of the trade tensions between China and the United States. Faced with the threat of tariffs, many companies particularly retailers had stocked up on imports from China, or found suppliers in other parts of Asia.

But if the restrictions in China are kept in place for many months and the virus keeps spreading, profits will suffer.

Tim Cook, Apples chief executive, said on an earnings call this week that many of its suppliers factories in China would remain closed until Feb. 10.

– In defending his strategy against the deadly coronavirus, President Donald Trump repeatedly has said he slowed its spread into the United States by acting decisively to bar travelers from China on Jan. 31.

I was criticized by the Democrats when I closed the Country down to China many weeks ahead of what almost everyone recommended. Saved many lives, he tweeted, for instance, on March 2.

But Reuters has found that the administration took a month from the time it learned of the outbreak in late December to impose the initial travel restrictions amid furious infighting.

During that time, the National Security Council staff, the state department and other federal agencies argued about everything from how best to screen for sick travelers to the economic impact of any restrictions, according to two government officials familiar with the deliberations.

The NSC staff ultimately proposed aggressive travel restrictions to high-level administration officials – but it took at least a week more for the president to adopt them, one of the government officials said.

Each day that the administration debated the travel measures, roughly 14,000 travelers arrived in the United States from China, according to figures cited by the Trump administration. Among them was a traveler who came from Wuhan to Seattle in mid-January, who turned out to be the first confirmed case in the United States.

But for politicians, those responses might not feel as tangible an action as enacting a travel ban. During the 2013-2014 Ebola outbreak, there was a flurry of calls for a U.S. ban on travel from the affected countries, including from Donald Trump, then a private citizen.

People want their government to do something when these outbreaks are happening, and adopting a border restriction is a visible policy that people think works, Worsnop said.

Enacting such a ban would go directly against the recommendation of the WHO, which has said countries must inform the organization of any travel restrictions they put in place.

Adopting these restrictions undermines the cooperative approach we need to respond to this kind of outbreak, specifically by undermining the authority of the WHO, which has recommended against these restrictions, Worsnop said.

Worsnop said she is hopeful that the WHO will be able to hold countries accountable for disregarding its guidance, including pressing countries for scientific justification for their travel policies and calling out governments that have gone against its recommendations.

Such Restrictions Did Little To Contain Covid

During the first presidential debate, President Trump hailed his efforts to restrict travelers from China as evidence of his administrations effective response to the covid-19 pandemic, saying the early decision saved thousands of lives. He went on to claim that his opponent, Democratic nominee Joe Biden, would have opted to close the country late, resulting in 2 million deaths a tenfold increase in lost American lives.

The president is incorrect. The United States did not implement its travel restriction early. Nor did it close the country to arrivals from China. In addition, there is little evidence that travel restrictions alone saved millions of lives in this country or any other. On the contrary: Unless the United States and other nations act, the widespread use of travel bans in this pandemic have made Americans and citizens of other countries more vulnerable to future pandemic threats.

Restricting flights from China did nothing to prevent the virus from arriving from other parts of the world. Genetic analyses have shown that the large epidemic that unfolded in New York was linked to travelers from Europe. In the early days of the U.S. epidemic, testing was restricted to people with a travel history to China, which limited the ability to detect locally the cases and infections among travelers from other countries.

Justifying the travel restrictions, he accused the EU of failing to take “the same precautions” as the US in fighting the virus.

In his speech he said all travel from Europe would be suspended, but a presidential proclamation later said it would only apply to anyone who had been in the EU’s Schengen border-free area in the 14 days before their arrival in the US.

Mr Trump also said the suspension would also apply to cargo coming from Europe into the US. He later tweeted to say that trade would “in no way be affected”.

The speech included plans to provide billions of dollars in loans to small businesses and the president urged Congress to free up more funds.

President Trump said for most Americans the risk was “very, very low” adding, “no nation is more prepared or more resilient than the United States”.

WASHINGTON Defending early missteps in the U.S. response to the coronavirus, President Donald Trump has repeatedly boasted of travel restrictions on China that he suggests he put in place on his own over the objections of health experts and saved thousands of lives.

His claims arent substantiated.

Were the ones that gave the great response, and were the ones that kept China out of here. … If I didnt do that early call on China and nobody wanted that to happen. Everybody thought it was just unnecessary to do it, Trump said at a news briefing on Wednesday.

Everybody was against it, hed said on Fox News a day earlier. Almost everybody, I would say, was just absolutely against it. … I made a decision to close off to China that was weeks early. … And I must say, doctors nobody wanted to make that decision at the time.

At a news briefing on March 19 hed said: Ill tell you how prepared I was: I called for a ban.

His decision was far from a solo one, nor was it made over opposition from health experts, as the White House coronavirus task force makes clear. His decision followed a consensus by his public health advisers that the restrictions should take place.

As to the result of the decision, Trump has been out on a limb, saying, at a news briefing on Wednesday, And if we didnt do that, thousands and thousands of people would have died.
