The bursty pattern presents difficulties for content moderation policies and enforcement. First, this pattern creates a whack-a-mole dynamic in which harmful speech targeting a figure may appear in bursts, only to recede. And while Twitter estimates that 51% of tweets that violate the platforms terms of service are automatically caught by its machine learning systems, this leaves 49% to be detected by human content moderators. Given the scale of the platform, this can amount to thousands if not millions of unflagged harmful tweets targeting an individual or group. Second, research suggests that women and people of color who are public figures are especially likely to be targeted by harmful speech. So while levels of harmful speech might return to an equilibrium after an initial spike, this does not undo the harm experienced by the recipients of the toxic and threatening speech, as well as others who were exposed to it.

While Trump poses especially difficult challenges for platform content moderation, he is far from alone in inspiring harmful speech among his followers. The norms around online political speech that Trump has helped establish are likely to stay with us for the foreseeable future, as will questions about how to best balance the public interest in not censoring elite speech while promoting healthier discourse online.

Over nearly twelve years, Trump tweeted around 57,000 times, including about 8,000 times during the 2016 election campaign and over 25,000 times during his presidency.     Donald Trump is suing to block the release of White House records related to the January 6 insurrection that he was impeached for inciting, according to court documents released Monday.

    The former president is claiming “executive privilege” to stop former aides giving evidence to Congress, in an escalation of his efforts to stonewall investigators looking into the deadly Capitol assault.

    The challenge will likely touch off an extended high-stakes showdown in the courts that will test the constitutional authority of Congress to scrutinize the executive branch.

    Thousands of Trump supporters stormed the Capitol nine months ago in an effort to overturn President Joe Biden’s election victory.

    They had been egged on by Trump, whose fiery speech earlier that day falsely claiming election fraud was the culmination of months of baseless claims about a contest he lost fairly to Biden.

    “The committee’s request amounts to nothing less than a vexatious, illegal fishing expedition openly endorsed by Biden and designed to unconstitutionally investigate President Trump and his administration,” says the lawsuit filed in Washington’s district court.

    Congressional investigators are seeking testimony from officials who could speak to what Trump, who is considering running for a second term in 2024, knew about the attack beforehand, and what he did while it was ongoing.

    The company also said Trump attorney Lin Wood was permanently suspended on Tuesday for violating its rules, but provided no additional details.

    Posting a more conciliatory message, he refrained from reiterating false claims of voter fraud.
