So, even though the $0 penalty didn’t actually go into effect until 2019, Corlette says, “insurance companies in anticipation of the individual mandate going away and in anticipation that consumers would believe that the individual mandate was no longer going to be enforced priced for that for 2018.” According to the Kaiser Family Foundation, premiums went up about 32%, on average, for ACA “silver plans” that went into effect in early 2018, although most people received subsidies to offset those premium hikes.

What Would A New Trump Health Care Plan Look Like

President Trump is promising again to release a comprehensive health care plan to replace the Affordable Care Act. If he actually keeps that promise, what would it be likely to provide?

At this point, most of the details of the presidents plan are not public. Nevertheless, there are three things that we already know for sure. First, a Trump health plan would promise to protect people who have pre-existing medical conditions, but it would not really achieve that. Second, it would sacrifice the quality of benefits and level of coverage in most health insurance policies, as ways to lower insurance premiums. Third, it would make existing health disparities in the U.S. even worse.

The president has recognized the political necessity of protecting people who have pre-existing conditions, and he has repeatedly promised to do so. He recently indicated that he might issue an executive order on pre-existing conditions as a signal to people. The reality, though, is starkly different.

What if the presidents plan includes an explicit statement in a proposed federal law that would require all insurance companies to sell policies to everyone, regardless of any pre-existing condition? And what if the proposed law would also require insurance companies to treat everyone equally, and prohibit discrimination on the basis of medical condition in the extent of coverage or amount of premiums?

Donald Trump on Health Care: Consequences of His Plan

On abortion access, Biden is in favor of restoring funding for Planned Parenthood. He does not support the so-called gag rule or the Hyde Amendment, which bans most federal funding for abortions. Biden backed the Hyde Amendment for a significant portion of his career and only came out against the legislation in July 2019, saying he could “no longer support an amendment that makes that right dependent on someone’s ZIP code.”

Biden also wants to allocate $775 billion toward a plan for child and elder care. A lot of the funding would go toward cutting Medicaid waitlists for people needing home and community care, and to provide tax breaks to people who care for older family members.

Biden also pledges to invest in further health care employment, training 35,000 workers on how to aid Americans suffering from opioid addictions and adding “tens of thousands” of new jobs caring for veterans.

Biden also calls for the creation of a public health jobs corps, which would employ more than 100,000 Americans as health care workers in medically underserved communities to work in disease prevention.

The Effects Of Trumpcare

Its hard to say exactly what the new version of the bill may look like, but here are some things we know about the version of the bill that passed through the House of Representatives and was proposed to the Senate:

  • The Obamacare “individual mandate” that requires everyone to have health insurance would be repealed. Some experts contend it could be one factor that contributes to 24 million more uninsured Americans.
  • Subsidies granted to lower-income Americans for the purchase of health insurance would be replaced by tax credits.
  • States could obtain a right to waive currently federally-mandated essential health benefits.
  • States could obtain a right to charge more for preexisting conditions, but some of those costs can be offset by subsidies offered to people with such conditions.
  • Medicaid expansions introduced during the Obama administration would be phased out.

Its important to keep in mind that if Trumpcare does goes into law, it may look quite different than the version outlined above.

Australia has universal healthcare, meaning it doesnt leave 15% of its citizens without coverage due to preexisting conditions and costs. Trump at one point promised health care for everybody. On Thursday, President Trump finalized his health-insurance price-transparency rule. Count on it to revolutionize American health care.

The order requires health insurers to publish their real prices and cost-sharing information in advance so health-care consumers can easily shop for the best quality care and coverage at the lowest possible price. From MRIs to colonoscopies to prescription drugs, Americans will now be in charge of their health decisions and savings.

Combined with his already finalized hospital price-transparency rule, this will unleash a competitive, functional marketplace based on free-market principles to drive down costs. The savings to individuals, families, and businesses through consumer empowerment will deliver a substantial economic stimulus now and for generations to come.

Democrats and the mainstream media claim Trump has no health-care plan. This perspective has always been more party-line rhetoric than reality. Trumps hospital price-transparency rule, which requires providers to post their discounted cash prices and secret negotiated rates, takes effect in the new year.

And last month, Trump issued a billing-transparency order, requiring hospitals to reveal their widespread unethical billing practices, including garnishing patient paychecks, placing liens on their homes and filing lawsuits against them.

Below, well explain some more details about RyanCare/TrumpCare/McConnellCare , the reconciliation bill that didnt originally pass the House, but then passed after being Amended, and now has become the Senate bill.

Keeping in mind that the bill is still being debated and everything below is subject to change, the basics of what TrumpCare does can be summarized by saying TrumpCare :

NOTE: One thing to note early on here is that the plan originally cut small business tax credits and the plan currently cuts assistance for seniors who are not on Medicare . Neither of these is in-line with past rhetoric from Trump or the GOP.

Also worth noting here before moving on, is that both the House and Senate bill embrace waivers and the ability of insurers to sell junk plans .

This started with the MacArthur Amendment which allows states to undo key ObamaCare protections at a state level. Then this continued with the July 13th changes with a provision backed by Ted Cruz.

This will, in many cases, result in Republican-led states being able to charge the sick and elderly more while giving younger and healthier people a break, in the name of encouraging fair health insurance premiums.

The problem with that is that it could drive young and healthy people to low-cost plans, pushing premium costs up for those who choose more robust plans.

Millions Of Americans Lost Coverage Before And During The Pandemic

Since President Trump took office, millions of Americans have lost health insurance coverage. The number of uninsured Americans rose by 2.3 million from 2016 to 2019, including 726,000 children, according to the U.S. Census Bureau. Among the 41 states with increases in their numbers of uninsured residents, the largest increases were in Texas and Florida . Many smaller states, such as Michigan and Wisconsin , saw increases in the tens of thousands. Just a handful of states experienced a net gain in coverage, including New York, where the number of uninsured people declined by 176,000.

The increase in the number of uninsured people over the past few years is the product of Trump administration policies aimed at attacking the ACA, including signing the repeal of the ACAs individual mandate penalty and making it more difficult for Americans to obtain comprehensive insurance coverage. According to the Congressional Budget Office, Increases in health insurance premiums and the elimination of the individual mandate penalty have contributed to the rise in the uninsurance rate.

During the pandemic, the consequences of ACA repeal will be even graver: More than 20 million people overall could now lose coverage, as people shift from employment-based plans to coverage options made possible by the ACA, such as expanded Medicaid and nongroup coverage, after being laid off by an employer or losing income this year.
