What Exactly Does Trump Want From This Health Care Bill
President Donald Trump is frustrated. His promise to “repeal and replace” Obamacare is on the rocks, again, thanks to divisions in the Senate Republican ranks, and emboldened Democrats are circling the wagons to protect the law.
On Friday morning, he awoke to fling a new wrench into already tense negotiations. “If Republican Senators are unable to pass what they are working on now,” Trump tweeted, “they should immediately REPEAL, and then REPLACE at a later date!”
The message represented yet another twist in the long series of contradictions that mark his ever-shifting prescription for health care.
In January Trump told the New York Times that he wanted Obamacare upended immediately and a replacement prepped and ready “quickly or simultaneously, very shortly thereafter.” The remark effectively dismissed out of hand a suggestion — much like the one he made on Friday — that Republicans could “repeal and delay,” or take their time in crafting a new plan.
It wasn’t the first time Trump very clearly rejected the notion of any health care layover.
“We’re going to do it simultaneously,” he said during a long interview on CBS’s “60 Minutes” after the election. “It’ll be just fine. We’re not going to have, like, a two-day period and we’re not going to have a two-year period where there’s nothing.”
Factcheck: Undercut Protection For Preexisting Conditions
FactCheck: His administration has consistently taken steps to undermine the Affordable Care Act withoutpresenting alternative plans that would offer similar benefits. Congressional Republicans have also repeatedly put forward bills and filed lawsuits that would weaken Obamacare’s protections for people with preexisting conditions.
Trump said, “Lastmonth, I took on Big Pharma and signed orders that will massively lower the cost of your prescription drugs,” and also promised to “further reduce the cost of prescription drugs.”
FactCheck: The President signed four executive orders aimed atreducing drug prices, but it’s far from clear whether they will ever take effect or greatly lower prices if they do. Also, drug prices have continued to rise during the Trump administration, though the growth rate has slowed by some measures.

What is it? Medicaid expansion was a key part of the ACA. The federal government helped pay for states to expand Medicaid eligibility beyond families to include all low-income adults, and to raise the income threshold, so that more people would be eligible. So far, 37 states and Washington have opted to expand Medicaid.
What changed? Under Trump, if they get approval from the federal government, states can now require Medicaid beneficiaries to prove with documentation that they either work or go to school.
What does the administration say? “When you consider that, less than five years ago, Medicaid was expanded to nearly 15 million new working-age adults, it’s fair that states want to add community engagement requirements for those with the ability to meet them. It’s easier to give someone a card it’s much harder to build a ladder to help people climb their way out of poverty. WASHINGTON The Trump administration asked the Supreme Court late Thursday to overturn the Affordable Care Act a move that, if successful, would bring a permanent end to the health insurance program popularly known as Obamacare and wipe out coverage for as many as 23 million Americans.
In an 82-page brief submitted an hour before a midnight deadline, the administration joined Republican officials in Texas and 17 other states in arguing that in 2017, Congress, then controlled by Republicans, had rendered the law unconstitutional when it zeroed out the tax penalty for not buying insurance the so-called individual mandate.
The administrations argument, coming in the thick of an election season as well as a pandemic that has devastated the economy and left millions of unemployed Americans without health coverage is sure to reignite Washingtons bitter political debate over health care.
In his brief, Solicitor General Noel J. Francisco argued that the health laws two remaining central provisions are now invalid because Congress intended that all three work together.
The court has not said when it will hear oral arguments, but they are most likely to take place in the fall, just as Americans are preparing to go to the polls in November.

Health Insurance Coverage And Costs
The Affordable Care Act set new standards for virtually all private health plans, including a prohibition on pre-existing condition exclusions and a requirement for private plans to extend dependent coverage to the age of 26. The law also established new marketplaces for the sale of nongroup insurance to all individuals except undocumented immigrants, and created new subsidies for nongroup coverage. New fees, taxes, and offsetting budget savings were adopted to finance ACA subsidies and reduce the deficit, including a so-called Cadillac tax on high-cost employer-sponsored plans. The Congressional Budget Office estimated repeal of the ACA would increase the federal deficit by $137 $353 billion over 10 years . Since enactment, the uninsured rate has fallen to 8.6% and an estimated 20 million Americans have gained coverage, while 27 million remain uninsured. Public opinion about the ACA remains divided, largely on partisan lines. Several issues have emerged in the 2016 campaign.
