No. Trump and his supporters say Democrats support open borders , but Democrats have backed plenty of legislation that restricts immigration.

In February, the Senate voted on a bipartisan plan to spend $25bn over 10 years to expand the various physical barriers along the border and to protect the Dreamers, the estimated 3.6 million undocumented people who came to the US unlawfully as children. Trump rejected that bill.

Property owners in southern Texas will lose easy access to significant portions of their land as the wall is built along but some distance from the Rio Grande. Critics in Texas say President Biden is going against his promise to halt construction of the Trump border wall.

President Biden has been criticized by people in both parties for his handling of the border. On the day he took office in January, he signed a proclamation that paused construction of Donald Trump’s border wall. Since then, most of the barrier has been halted. But new construction has begun on 13 miles of border wall in Hidalgo County, Texas, to the dismay of some locals. NPR’s John Burnett reports.

JOHN BURNETT, BYLINE: Here along the twisting Rio Grande, just south of McAllen, crews began building a new border wall this summer, and it continues apace. Longtime anti-wall activist Scott Nicol thinks it’s great the Biden administration halted construction elsewhere along the 2,000-mile border.

SCOTT NICOL: They should stop building walls here, too. You know, people are losing their land for this wall. And the wall is completely useless both in terms of flood control and immigration enforcement.

NICOL: They’re basically using the excuse of levee repair as a loophole to continue building walls because the levees were all repaired in 2011 using American Recovery and Reinvestment Act money.

BURNETT: That checks out. President Obama spent $19 million to build up the Hidalgo County levee to FEMA standards.

ANZALDUA: He said not one more for the wall, and no more land confiscations. As you can see, Biden didn’t keep his word.

Pentagon Halts Border Wall Construction Paid For With Defense Funds Redirected By Trump

Washington The Pentagon announced Friday that it would cancel all border wall construction projects paid for with Department of Defense funds that the Trump administration redirected from military schools, training facilities and other projects.

In early 2019, President Trump tapped defense dollars to finance additional border wall construction because Congress refused to fund it, creating a two-month-long impasse that led to the longest government shutdown in U.S. history.

Now, the Biden administration is taking concrete steps to reverse that decision and redirect what is left of the ten-figure sum back into Pentagon projects.

“Consistent with proclamation, the Department of Defense is proceeding with canceling all border barrier construction projects paid for with funds originally intended for other military missions and functions such as schools for military children, overseas military construction projects in partner nations, and the National Guard and Reserve equipment account,” Deputy Pentagon spokesman Jamal Brown said in a statement, Friday.

About 127 defense department projects were initially paused in September 2019 after Defense Secretary Mark Esper signed off on the White House request to use $3.6 billion in military construction funds, defense officials told CBS News at the time.

To make room for the Trump wall, construction workers blew large holes in an existing flood barrier system of levees that shield communities from storm surge along the Rio Grande river.

But environmentalists say this work goes far beyond shoring up damage, and amounts to continued building of the wall.

Homeland Security is an extremely large, sprawling, powerful agency, with a lot of entrenched Trump appointees and career officers who believe in the border wall, and they want to build it no matter what, Mr Serraglio says.

This work has affected a wildlife refuge in the area, according to his report. Mr Serraglio calls it ridiculous to pitch this work as a safety issue.

What’s Joe Biden’s Plan For The Border

President-elect Joe Biden has said that he will not continue further construction of the wall.

He said he would not build “another foot” and made clear he opposed taking funds from the Department of Defense.

Instead, the Democratic president-elect plans to focus on using technology along the border to detect illegal activity.

Joe Biden’s official website says: “Biden will direct federal resources to smart border enforcement efforts, like investments in improving screening infrastructure at our ports of entry.”

However, it is unclear what the new administration will do with contracts for wall construction which have already been awarded under Mr Trump – but are as yet not finished.

Mr Trump made reducing illegal immigration a top priority of his administration and it has been a key part of his re-election campaign.

The latest figures suggest the number of migrants apprehended at the southern border this year have fallen after doubling between 2018 and 2019.

In particular, the number of children and those travelling in family groups apprehended at the border has dropped significantly in the 12 months to October, compared with the previous year.

How much this fall in numbers is down to the new barriers is unclear, though, and immigration experts say the drop is likely to be the result of the deterrent effect of a whole raft of anti-immigration measures introduced by Mr Trump’s administration rather than the barrier alone.

Those fleeing violence or persecution to the US have found asylum rules tightened, been forced to wait in camps for long periods as their cases are determined and come up against new limits on the number of refugees accepted into the country.

The administration has also adopted emergency procedures during the coronavirus pandemic that allow agents to expel those crossing the border back to Mexico, bypassing normal immigration and asylum proceedings.

“Any effect that the physical wall has had in reducing unauthorised migration has paled in comparison to the administration’s bureaucratic wall,” says Sarah Pierce, US immigration policy analyst at the independent Migration Policy Institute.

Currently, there is a total of 650 miles of barrier along the border, which is 1,900 miles long.

The US Customs and Border Protection agency has said that, so far, it has replaced about 14 miles of scrap metal barrier with a bollard-style wall in San Diego, built two miles of wall in California, and 20 miles of new wall in Santa Teresa in New Mexico.

However, Donald Trump believes the existing barriers are not enough to stop people attempting to cross and he wants to build more.

In a televised speech, he stated: “All Americans are hurt by uncontrolled, illegal migration.

“We are out of space to hold them and we have no way to promptly return them back home to their country,” he continued.

In March 2019, the Pentagon issued a list of proposed military construction projects which could be postponed, under the president’s emergency declaration, so that their funding could be used for the wall. The Pentagon authorized up to $1 billion to be transferred to the Army Corps of Engineers for the construction of additional barriers. In July, the five conservative justices on the Supreme Court achieved a majority to lift a May 2019 block placed by a lower federal court. Thus, the Supreme Court ruled to allow $2.5 billion of funds originally intended for Department of Defense anti-drug efforts to be reallocated to the wall. The American Civil Liberties Union challenged this ruling on behalf of environmental groups, but on July 31, 2020, the Supreme Court again ruled that the $2.5 billion could continue to be used to fund portions of the wall in Arizona, New Mexico, and California while legal proceedings continue. On August 7, the D.C. Circuit Court of Appeals ruled that House Democrats could proceed in a lawsuit against Trump’s use of these funds.

At the February 2020 Conservative Political Action Conference, Trump reiterated that Mexico would be paying for the wall. “Mexico is paying for it and it’s every bit it’s better than the wall that was projected.”
