More than 900,000 manufacturing jobs were added between 2010 and 2016 during the Obama administration.

So how does Trump argue that hes kept the promises he made? By reframing the promises he focuses on. Take a pair of tweets from last month in which Trump walked through his various reasons that his presidency has been a success.

The military and choice for veterans were part of his 10 proposed bills. The others are successes that Trump seems to be highlighting mostly because he can.

Trump Is Accusing Democrats Of Doing Nothing As He Refuses To Work With Them

Lately, Republicans and Trump are accusing Democrats of single-mindedly pursuing impeachment at the detriment of passing bills.

Again, the more accurate picture is that Democrats have been passing a lot of bills in addition to investigating the president. But split control of government and Trumps fury at being investigated by Democratic committees paralyzed Washingtons legislative functions well before impeachment proceedings began in the fall.

Back in May, Trump was blasting Democrats for not making enough progress on infrastructure, health care, and veterans issues. His complaints intensifiedafter an explosive White House meeting on infrastructure between Trump and Democrats the day before, which the president walked out of.

Their heart is not into Infrastructure, lower drug prices, pre-existing conditions and our great Vets, Trump tweeted. All they are geared up to do, six committees, is squander time, day after day, trying to find anything which will be bad for me.

Months later, the presidents complaints remain the same. He recently tweeted, Nancy Pelosi, Adam Schiff, AOC and the rest of the Democrats are not getting important legislation done, hence, the Do Nothing Democrats.

Trump isnt the only one with a perception that very little is happening in Congress. Congresss approval rating is a dismal 24 percent, with 72 percent disapproval, according to Gallup.

Trump Has Signed More Bills In 100 Days Than Any President Since Truman Spicer Says

Counting the number of laws hes signed, President Donald Trump has been more productive in his first 100 days than any president since Harry Truman, according to press secretary Sean Spicer.

“Despite the historic obstruction by Senate Democrats, he’s worked with Congress to pass more legislation in his first 100 days than any president since Truman, and these bills deliver on some of his most significant promises to the American people,” Spicer said at the White House daily press briefing April 25.

This is a new assessment of Trumps output so far from the White House Trump previously, wrongly, said no administration had accomplished as much as he did, period.

Trump has signed 28 bills so far. Spicers correct that this is more than every president going back about 70 years.

However, this isnt a perfect measure primarily because not all bills are created equal. None of the bills Trump has signed into law are particularly significant.

The numbers

Truman signed 55 bills in his first 100 days after his 1948 election.

No president since Truman has signed as many bills in his first 100 days, according to data from GovTrack and research by political scientists John Frendreis, Raymond Tatalovich and Jon Schaff.

The next highest after Trump, who has signed 28 bills, was John F. Kennedy, who signed 26. The lowest was George W. Bush, who signed seven.

No president comes close to Roosevelt, who began the tradition of marking the first 100 days. He signed 76.

True, but tribal leaders credit bipartisan efforts in Congress for those bills. In 2019, Mr. Trump signed the Spokane Reservation Equitable Compensation Act for the loss of land that was flooded by the Grand Coulee Dam. Interior Secretary Ryan Zinke visited the reservation and pledged to support the bill. But Carol Evans, chairwoman of the Spokane Tribal Business Council, said most of the credit for the law goes to two members of Congress from Washington, Senator Maria Cantwell, a Democrat, and Representative Cathy McMorris Rodgers, a Republican. Mr. Trump also signed the Esther Martinez Native American Languages Programs Reauthorization Act, which revises an existing grant program. That bill was introduced by Senator Tom Udall, Democrat of New Mexico. Lastly, Mr. Trump signed the National Defense Authorization Act of 2019, which included a provision that gave long-overdue federal recognition to the Little Shell Tribe. Tribal Chairman Gerald Gray credits the bipartisan efforts of Senators Jon Tester, a Democrat, and Steve Daines, a Republican, both of Montana, for tucking the tribal recognition provision into the military spending bill.

Trump Signed The Biggest Wilderness Protection & Conservation Bill In A Decade And Designated 375000 Acres As Protected Land

This is misleading.While Mr. Trump did sign the John D. Dingell Jr. Conservation, Management and Recreation Act of 2019, he has stripped protections from far more land than he has preserved. Most notably, he removed some two million acres in Utah that had been part of the Bears Ears National Monument and the Grand Staircase-Escalante in Utah. According to a study published in May 2019 in Science, Mr. Trump is responsible for the largest reduction in the boundaries of protected land in U.S. history.

House Democrats have passed a wide range of bills since they came to power in January, ranging from a sweeping anti-corruption and pro-democracy reform known as H.R.1, to bills to save net neutrality, pass universal background checks for guns, and reenter the United States into the Paris climate accords.

They have also put a large emphasis on health care, a defining issue of the 2018 election after Trump and Senate Republicans attempted to pass a bill to repeal and replace the Affordable Care Act. Democrats have focused on bills to lower prescription drug costs, protect preexisting conditions, and condemning the Trump administrations legal battle to strike down the ACA in the courts. And although Medicare-for-all is driving the conversation in the 2020 presidential primary, it has not gotten a vote in the House.

Much of this agenda is sitting in the Senate. There have been a few things House Democrats and Senate Republicans have agreed on: disaster relief aid, reopening the government after the shutdown, the resolution to end US involvement in the Yemen war, a bill to protect public lands, and a resolution disapproving of Trumps use of emergency powers.

By 2019, the Islamic State had lost nearly all of its territory, but the group remains a threat.

Yes, there are 176 signed bills, but the fact is that there arent many major legislative achievements among them. Considering the first year of Trumps Agenda, the successful passage of a massive but not the biggest Republican tax overhaul law remains the crowning victory. The importance of the Farm Bill is equally undeniable, but the majority of remaining laws were either aimed at dismantling the legislative legacy of former president Barack Obama, expansions upon the already existing legislation, or purely symbolic. Furthermore, its important to take into consideration that Trump has also used the Congressional Review Act on several occasions. This power that was previously little-used makes it a lot easier for him and the Congress to overturn federal regulations.

Its easy to reach any number of signed bills if all legislation doesnt need to be of equal importance. Some of the ones signed by Trump were simply federal spending bills which are required periodically of every Congress and president in order to keep the government running. Some others were more substantive, but with a pretty limited effect. In the end, there was a lot of those which were purely ceremonial in nature. When you add the fact that the Congress that Trump has been working with is controlled by his own party an asset that not many of his predecessors had at the beginning of their tenure its obvious that the number of 176 bills is not difficult to reach.
