At the beginning of 2020, a small group of President Donald Trumps top advisers huddled at the White House to craft a second-term policy agenda for the next administration.

Brooke Rollins, the domestic policy adviser, Larry Kudlow, Trumps top economic adviser, and Robert OBrien, Trumps national security adviser, initially teamed up, sometimes working from white boards in the West Wing. They were joined at times by Ivanka Trump, Kellyanne Conway and Russ Vought, Trumps Office of Management and Budget director, along with various policy aides.

But the plans were for naught. Trump lost the election. Vision 2025 was never released. The retreat was canceled.

Rollins, Kudlow and others havent discarded their project, though. Instead, they turned it into a blueprint for a new non-profit, the America First Policy Institute, often described as a White House in waiting.

And now, theyre taking on another task: turning that White House-in-waiting into an actual forward-looking platform for a movement, led by Trump, who famously cant get over the past.

For a long time, weve reassured ourselves that American democracy is guaranteed. But it is not. We have to defend it. Protect it. Stand up for it. Each and every one of us.

Sure, Mr. Biden rattled off the accomplishments of his first year and a half in office infrastructure, gun safety, prescription drug price controls and the most important climate initiative ever. But in his address to the nation, Mr. Biden tacitly acknowledged that his predecessor still looms over the politics of the moment, like it or not. And he took it to Mr. Trump directly, calling him out by name and seeking to differentiate between the MAGA Republicans loyal to Mr. Trump and what he deemed reasonable Republicans who still stand by the American democratic experiment.

Theres no question that the Republican Party today is dominated, driven and intimidated by Donald Trump and the MAGA Republicans, he said. And that is a threat to this country.

Midterm elections are usually a referendum on the party of the president in power, especially when that party also controls Congress. But Mr. Biden and the Democrats are betting that if they can make this November a choice between Democratic and Republican control, they can win, or at least keep their losses to a minimum. Mr. Bidens speech was all about making the choice this Election Day between what he called the light of truth and the shadow of lies.

Ahead Of The Midterms The President Shifts From Compromise To Combat

President Biden likes to say there is nothing America cannot do if the country is united and its rival parties are willing to work together.

But with two months until the midterm elections, Mr. Biden is purposely spending less time hailing the virtues of compromise and more time calling out the dangers to democracy, using some of the sharpest and most combative language of his presidency.

He has accused Republicans of embracing semi-fascism by paying fealty to former President Donald J. Trump. He has blasted the party for being full of anger, violence, hate and division.

Theyre a threat to our very democracy, Mr. Biden said of a party that he has spent a half-century working with to find common ground. They refuse to accept the will of the people. They embrace political violence.

After weeks of White House strategy sessions, the president and his aides have devised a confrontational election-season approach that focuses on Mr. Bidens accomplishments coupled with an aggressive political assault on the G.O.P., including the poll-tested phrase he began using this spring: ultra-MAGA Republicans.

Now, with Mr. Trump once again at the center of a criminal investigation, this time over his handling of classified documents, Mr. Biden has seized the moment to press a case that voters cannot risk a return to a party in the thrall of the former president.

It is a moment, one adviser said, to make sure people understand what is at stake.

How To Watch Donald Trumps Pennsylvania Rally For His Endorsed Candidates

Donald Trump is set to hold a rally in Pennsylvania to campaign for his endorsed midterm candidates in the state.

The former president is due to speak starting at 7 p.m. ET at the Mohegan Sun Arena at Casey Plaza, in Wilkes-Barre, Pennsylvania on Saturday, September 3.

State Senator Doug Mastriano, who is running for governor of Pennsylvania, Dr. Mehmet Oz, the Republican Senate nominee for Pennsylvania and Jim Bognet, who is running for Pennsylvanias 8th Congressional district, are all also set to speak at the rally.

Former President Donald Trump will close out the third day of the Conservative Political Action Conference in Orlando, Florida, on Saturdayalmost a year after he used the event to tease another presidential campaign.

Trump has maintained his hold on the GOP since leaving the Oval Office and has asserted himself as the leader of the party, potentially paving the way for a White House bid if he decides to run again. Speakers who took to the CPAC stage over the weekend were predominantly Trump allies, aligning themselves with the former president’s view over the country’s future.

President Bidens address comes as investigations of the Jan. 6 attack on the Capitol have intensified, deepening the publics understanding of a moment when American democracy faced a very tangible threat.

Two of former President Donald J. Trumps top White House lawyers are set to testify on Friday before a federal grand jury investigating the riot, according to a person familiar with the matter. The scheduled appearances of Pat A. Cipollone, the former White House counsel, and Patrick F. Philbin, who was his deputy, which were reported earlier by ABC News, could give investigators more insights into the former presidents actions after his election defeat.

Mr. Cipollone and Mr. Philbin were witness to key moments in Mr. Trumps push to overturn the 2020 election results, including discussions about sending false letters to state officials, meddling in the Justice Department and seizing voting machines. Mr. Cipollone was also in direct contact with the president as rioters stormed the Capitol on Jan. 6, 2021.

At least five top former White House officials have received subpoenas from a Washington-based grand jury investigating the events that led to the violence, including Eric Herschmann, a lawyer who worked in the White House Greg Jacob, the top lawyer for former Vice President Mike Pence and Marc Short, Mr. Pences chief of staff.

The former president also returned to other familiar themes at the Pennsylvania rally: false claims that the 2020 election was stolen from him, attacks on rivals in the Democratic Party, and promises to save our country.

Several times, he called for people who deal drugs to receive the death penalty.

Trump In Wilmington Tonight For Political Rally

WILMINGTON, N.C. – Former President Donald Trump will be in Eastern Carolina tonight for a political rally.

Trump will make a 7:00 p.m. speech at the Aero Center at the Wilmington International Airport.

The rally is expected to include Republican candidates from throughout the state, including Rep. Ted Budd, who is in a tight U.S. Senate race with Cheri Beasley.

Doors open for the event at 2:00 p.m. with speakers beginning at 4:00 p.m.

The event comes at the end of a difficult week for the former president, First, he and his family were sued by the New York attorney general, and then the 11th Circuit Court of Appeals ruled that the U.S. Justice Department could continue to review documents seized in the Mar-A-Lago search last month.

For Biden Selling Democracy Abroad Means Having A Model At Home

Less than three months after the Jan. 6 riot at the Capitol, President Biden used his first formal news conference to describe what he believes is the most pressing challenge of his presidency: proving that American democracy is the model the rest of the world should aspire to replicate.

This is a battle between the utility of democracies in the 21st century and autocracies, he told reporters, adding, Weve got to prove democracy works.

Nearly a year and a half into his presidency, it is hard to make the case that he has made much progress. Part of the argument he is expected to make on Thursday night in his speech in Philadelphia is that making America competitive with China and other rivals means getting its democratic act together.

At that first news conference, Mr. Biden described President Xi Jinping, the Chinese leader, as a smart, smart guy who shared with President Vladimir V. Putin of Russia a belief that autocracy is the wave of the future and democracy cant function in the complexities of the modern world.

If anything, China and Russia have doubled down on that theme. Images of the Jan. 6 events were broadcast on Chinese airwaves time and again, in an effort to show that this is what American democracy looks like. Russias always-attuned propaganda machine has done its best to widen the divisions that already exist in the American body politic, on the belief that a divided United States is one that cannot focus much on confronting Russia.
